Unable to manually visit Downtown or Neighbors

Two days ago after discovering that I was not getting credit for watering crops via the Bot, I attempted to manually visit neighbors but when I arrive the screen just shows how many actions I can do and remains green, their city never loads. I decided that it was a temp glitch, and went back to my home city.
I then tried to visit my Downtown and it just hangs with the train going back an forth. I know better than to contact Z*.
Anyone have any ideas ?
