So delete the first request in your main city then use cityfran in dummy to send a new request then go back to main city in bot to accept the energyman statue using your NB plugin.

#4 shouldn't be necessary to accept franchise but it is. thx for the update to my instructions. i should add that i had to have two empty lots for this work for me, not sure why.

Have you followed the step exactly as it is ?
1. Load Main Acc 2. Place an empty lot 3. Load Dummy Acc with bot 4. Use cityFran plug and place the enerMan
5. reLoad Main Acc with bot 6. Use Neighbors plug and go to Actions
7. Select the deco_oneplusenergy 8. Unselect PAUSE 9. (you'd better skip other process in this plug for a quick result)
10. START the bot ... the enerMan should be accepted on Main Acc

From there you can play "Place and Bulldoze"

Maybe you're franchising with Neighbors plugin ... you should Franchising with CityFran.
I don't really know exactly the different between the two of them.
But in this case I used cityFran.
