Can't see or visit neighbors

Okay so ive admittingly tried 2 different bots this one and another one with both giving me the same identical problem. On this bot on the main neighbors 'action' screen I can't see any of my neighbors listed therefore I can't select which neighbors to visit etc.

For example this is how it shows
You have neighbors, you can do actions, please set how much actions should be done for every type, you can also set which item should be used for every action type. (with gaps for numbers which doesn't show on the forum correctly)

However if I go to the Neighbors tab I CAN see my neighbors (everyone of them) along with their town name coins xp and lvl. To me its as if something is blocking me somewhere from letting the neighbors list go into the actions part of the bot ... Could it be I maybe have neighbors still on my neighbors list that have removed me from their FB account? Im pretty sure theres a few due to me not playing / being around for a few months.
Has anyone got any idea on why this could be happening?
Running it as Admin on Win7 (UAC disabled anyways)
ESET Security (even tried with both the firewall and antivirus disabled)
Updated flash etc
Tried two accounts including a brand new one I set up just to try it with only my main account as a neighbor with the same results
Tried cityville in IE without the bot (bot is using the IE controls im presuming) and it works no problem there

I did have IE 9 but removed it and went back to IE8 could something have got stuffed up there? Also sometimes the neighbors part of the bot will give me alot about errors on php but usually a refresh will bring up the bot just fine

Im probably going to format soon anyways so ill see if that makes any difference I give up on it for now I think

I've had this issue in the past. It was due to my not being able to connect to Z*'s server. Have you tried to get into the game without using a bot?

Yes i've used firefox, chrome and internet explorer. All work just fine
