When your system had problems I had bought a lot or things and they are now gone. I can replace the buildings but I purchased a lot and now it is gone also. When I purchased it I had to have 28 permits and now I to get 30 to buy for it again.

I'm not sure if I quiet understand what you mean.
But if you mean permits for expansion... it surely keep increasing until your expansion is wide enough or certain level reached. By then you only need 40 for each expansion.
