All I can say is buy an expensive buildings than delete ... then repeat ...
Eco Skyscrapper is 10millions (LOL you gonna need to repeat it 250times)
Or you can mixed buildings to purchase then delete (if purchase through Build Menu is possible).

If you know Charles, you can simply buy res_aptcube to your inventory.
