do you have? I have two and 6 cruise ships on each. They can be purchased in the same category as shipments for goods.

1.place as many as city port's and cruise ship's! and then send them all for one place!!
2.now after they come back!! do not harvest all 1st harvest the possible 6 ship's which can be placed on level 1 city port!! then move/remove those ship's!
3.now move ship's which are ready to harvest from other port's and place on the main one which you want to upgarde!! and do same all untill you reach 25/25 or 40/40 this is the best/simplest way to upgrade soon!!
hoping you understood!! ^_^
it is good to have a spare port with just one boat to make space for this
