Unnecessary load of configuration in Buildings

There is an extra load of the configuration when using Buildings plugin, that I believe is not necessary.
Look at the line marked with a "<=== Here" in the log below.

The bot loads configuration two times and does nothing in between them. It outputs the message "Supplying done" but the supplying is still going to take place next.

Since my game takes too long to load configuration (25 seconds), the less times I have to load it, the better.
